Stephen said this, and resist is not blaspheming. Israel did not blaspheme the Holy Ghost despite Mid Acts' claims:
Act 7:51 Ye stiffnecked and uncircumcised in heart and ears, ye do always resist the Holy Ghost: as your fathers did, so do ye.
Act 7:52
Which of the prophets have not your fathers persecuted? and they have
slain them which shewed before of the coming of the Just One; of whom ye
have been now the betrayers and murderers:
Act 7:53 Who have received the law by the disposition of angels, and have not kept it.
The Lord was speaking directly to the Scribes and Pharisees in Matt.12 and Mark 3
Mat 12:24 But when the Pharisees heard it, they said, This fellow doth not cast out devils, but by Beelzebub the prince of the devils.
Mat 12:25 And Jesus knew their thoughts,
Mat 12:31 Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men: but the blasphemy against the Holy Ghost shall not be forgiven unto men.
Mat 12:32
And whosoever speaketh a word against the Son of man, it shall be
forgiven him: but whosoever speaketh against the Holy Ghost, it shall
not be forgiven him, neither in this world, neither in the world to come.
Mar 3:28
Verily I say unto you, All sins shall be forgiven unto the sons of men,
and blasphemies wherewith soever they shall blaspheme:
Mar 3:29 But he that shall blaspheme against the Holy Ghost hath never forgiveness, but is in danger of eternal damnation:
Mar 3:30 Because they said, He hath an unclean spirit.
It is nowhere said that the nation of Israel blasphemed the Holy Spirit that I know of.
Hebrews speaks of those who insult (despite) the Holy Spirit and what they face.
Heb 10:28 He that despised Moses' law died without mercy under two or three witnesses:
Heb 10:29
Of how much sorer punishment, suppose ye, shall he be thought worthy,
who hath trodden under foot the Son of God, and hath counted the blood
of the covenant, wherewith he was sanctified, an unholy thing, and hath
done despite unto the Spirit of grace?
Heb 10:30 For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people.
